The agreement was that the Liberals would vote in favour of all the legislation which the Callaghan government needed to function. This might not fit the legal definition of a coalition, but is almost universally regarded as having been a coalition government by popular opinion – the only such government in Britain between the end of World War 2, and May 2010.
